Digital Foundry gives GTA VI performance its own section in the August 29 Extended Look analysis. The chapter title is unusually blunt: “30 FPS only.”

The source footage is unusually useful as well. Rockstar confirms that the complete 26-minute Extended Look was captured from in-game footage running on a standard PlayStation 5.

Digital Foundry observes a presentation centered on 30fps. Rockstar has not announced a 60fps Performance mode.

Sixty frames per second is not simply twice the graphics workload

At 30fps, each frame has roughly 33.3 milliseconds available. At 60fps, that window falls to around 16.7 milliseconds.

The GPU has to work faster, but so does the CPU.

That second part may be unusually important for GTA VI. Digital Foundry spends another major section of its analysis on crowds, traffic, animation and the density of systems operating simultaneously in Vice City.

A crowded road is not just an image. Navigation, vehicle behavior, collision, physics and character logic all have to keep updating while the player moves through it.

Lowering resolution does not automatically make a city simulate faster

When a game is GPU-bound, resolution is one of the most powerful performance levers available.

Dropping from 4K to 1440p, reducing reflection quality or using reconstruction can release substantial rendering time.

CPU-heavy simulation does not scale the same way.

Rendering Vice City at 1080p instead of 4K does not inherently reduce the number of cars navigating intersections, pedestrians moving through crowds or physical interactions being processed.

That is why Digital Foundry does not treat GTA VI's 60fps problem as purely graphical.

PS5 Pro improves the wrong component for an easy 60fps solution

PS5 Pro provides substantially more graphics performance than the base machine and can use PSSR to reconstruct a higher-resolution final image.

Its CPU remains closely related to the Zen 2 processor in the standard PS5. An optional higher-frequency mode provides a relatively modest uplift, nowhere near the theoretical doubling that would make a 33.3ms CPU workload trivially fit into 16.7ms.

That is the basis of Digital Foundry's skepticism.

PS5 Pro may have plenty of room to improve image quality or rendering effects. It cannot automatically remove a CPU bottleneck.

Thirty frames per second buys Rockstar more than prettier pixels

The common shorthand describes 30fps as a choice for better graphics. GTA VI shows why that description is incomplete.

A larger frame budget can support heavier lighting, reflections and geometry, but it also gives open-world systems more time to finish their work.

Digital Foundry treats Vice City's simulation density as one of the most significant technical elements visible in the Extended Look.

Cutting pedestrians or traffic to reach 60fps would therefore be different from simply lowering a shadow preset. It could alter the character of the city itself.

The PS5 presentation already appears carefully budgeted

Digital Foundry estimates the PS5 footage is rendered from an internal image around 1440p before upscale to the 4K output.

Its lighting analysis also identifies ray-traced global illumination, some RT reflections and conventional shadow maps working together.

Those observations suggest Rockstar is already allocating resources selectively: below-native-4K rendering, hybrid lighting techniques and a 30fps performance target.

That makes the idea of a cost-free 60fps toggle difficult to support.

Xbox Series X likely faces the same fundamental problem

Digital Foundry's conclusion concerns current console hardware more broadly, even though Rockstar's Extended Look was captured on PS5.

Xbox Series X also combines a powerful GPU with a Zen 2-generation CPU. If GTA VI is genuinely CPU-limited by world simulation, additional graphics throughput does not automatically double the frame rate.

Rockstar has not yet released a detailed PS5-versus-Series-X technical comparison.

Even a 40fps mode cannot be assumed

Some console games use 40fps modes on 120Hz displays as a compromise between 30 and 60fps.

A 40fps target provides roughly 25 milliseconds per frame, considerably more forgiving than the 16.7ms required for 60fps.

Rockstar has announced no such option for GTA VI, and Digital Foundry cannot know from video alone how much CPU headroom remains in the current build.

“Extremely unlikely” is an analysis of current hardware, not a permanent law

Rockstar still has time to optimize before release. Future console CPUs will be faster. A theoretical PC version could eventually run on processors far beyond the capabilities of current consoles.

None of that amounts to confirmation of a 60fps mode.

The current evidence is narrower: GTA VI is being shown at 30fps on a standard PS5 while maintaining a level of world simulation and visual complexity Digital Foundry considers extraordinary.

Doubling the frame rate without removing part of that workload may require much more than additional GPU power.
