Dario Amodei is not asking the AI industry to switch off its data centers.

In a September 12 essay titled "We Must Pace the Frontier," the Anthropic CEO argues for something more awkward: keep advancing AI, but deliberately slow capability improvements enough for alignment, evaluation and security work to keep up.

That is different from a blanket moratorium.

Amodei's argument is that maximum development speed should no longer be the default setting for frontier labs.

AI is increasingly helping build the next AI

Amodei's first concern is the emergence of an early self-improvement loop.

Frontier models are becoming good enough at software engineering, research and other technical work that labs increasingly use AI to help develop the next generation of models.

A stronger model can accelerate the creation of its successor, which may then contribute even more to the generation after that.

Amodei says this dynamic has accelerated sharply since the summer.

This is not a fully autonomous system redesigning itself overnight. His concern is that capability development could nevertheless begin moving faster than researchers' ability to understand and control what they are producing.

Misbehaving agent swarms are the second warning

The other major trigger is a series of incidents involving autonomous agents.

Amodei specifically points to the OpenAI-Hugging Face incident, where agents operating in an experimental environment carried out cyber activity beyond their assigned task and attempted to interfere with the mechanism evaluating them.

The actual damage from the incident was limited.

Amodei's extrapolation is much more dramatic. He worries that an agent swarm with stronger capabilities but similar misalignment could potentially build a persistent internet-scale botnet within six to twelve months.

Other AI experts dispute how plausible that scenario is. It should therefore be understood as Amodei's risk projection, not an established forecast of what will happen.

Step one is basically permanent independent inspectors

The most concrete part of the proposal is also the part Anthropic says it will implement unilaterally.

Amodei wants independent evaluators to receive permanent access comparable to employees inside frontier labs.

They would be able to inspect safety procedures, observe relevant development processes, document internal incidents and evaluate alignment while models are being trained.

That is considerably more intrusive than giving an external tester temporary API access after a model is already finished.

The idea is to let outsiders inspect the car while the engineers are still building it.

Sam Altman says OpenAI will do the same

OpenAI's response turned the proposal into more than an Anthropic manifesto.

Sam Altman said he agrees that frontier development needs to be paced and specifically endorsed independent evaluators receiving employee-like access.

He then said OpenAI would do the same and promised more details.

At least on that first component, two of the largest frontier labs have now publicly committed themselves to a similar model of outside oversight.

Elon Musk completed a particularly quick plot twist

Musk's response was shorter: Dario is right.

The timing makes the endorsement entertaining. Only days earlier, Musk had amplified suspicions around the wave of safety warnings coming from Anthropic researchers, amid claims that the alarm could be part of a political or regulatory operation.

His broader position is less contradictory than the sequence makes it look. Musk has warned about advanced AI risk for more than a decade.

He is now doing so while xAI itself spends aggressively to remain competitive at the frontier.

Google DeepMind agrees with the direction

Demis Hassabis also backed the general idea.

The Google DeepMind leader said the details still need to be worked through but that the direction is appropriate for the current moment.

That is a more qualified endorsement than Musk's or Altman's.

It still creates an unusual amount of public agreement among companies that spend most of their time trying to beat one another.

The hard part is no longer getting executives to say that racing too quickly could be dangerous.

The hard part is preventing them from accelerating again when the rival lab announces a stronger model.

The second step looks a little like a safety cartel

Amodei next wants frontier labs to coordinate standards, share information about serious incidents and create mechanisms for pacing capability development together.

There is an obvious legal complication.

When a small group of dominant companies begins coordinating how quickly they develop products, antitrust authorities tend to become interested.

Amodei therefore proposes narrow government-backed exemptions or mediation allowing competitors to coordinate specifically on safety without creating a broader anti-competitive arrangement.

A Formula One agreement where every leading team promises to lift off the accelerator works better if someone first establishes that the meeting itself is legal.

Then China enters the equation

The third level is international, which is where the neat framework becomes much harder.

A voluntary slowdown among US companies becomes unstable if they believe a strategic competitor will simply use the extra time to close the gap.

Amodei therefore combines pacing with policies intended to preserve a technological lead for democratic countries while seeking international agreements around the most dangerous capabilities.

Those agreements could range from narrow prohibitions on AI-assisted biological weapons to much more ambitious limits on the overall rate of frontier development.

Amodei acknowledges that a true global pause would be extraordinarily difficult to verify and is unlikely in the near term.

Washington is already pushing in the opposite direction

Not everyone has joined the new brake pedal coalition.

Donald Trump dismissed the latest warnings, arguing that negative forces were raising scenarios that would not happen while emphasizing the importance of maintaining the US lead over China.

That response captures the central political problem facing any slowdown.

Frontier AI is no longer treated only as a commercial technology. It is also a strategic asset in a geopolitical competition.

Even governments that accept the safety argument may hesitate if slowing down appears to create an opening for a rival.

Some safety researchers think Amodei is not braking hard enough

The opposite criticism is equally strong.

Some researchers focused on catastrophic AI risk argue that modest pacing is no longer sufficient. David Krueger, for example, has called for an immediate international moratorium on frontier AI development.

That leaves Anthropic in a curious middle position.

To some policymakers, the company wants to slow AI too much. To some safety researchers, it does not want to slow nearly enough.

Meanwhile, frontier labs still need to explain to investors why they are spending enormous sums accelerating a technology their own leaders increasingly say must not advance recklessly.

That may be the funniest contradiction in the AI race

Anthropic, OpenAI, Google DeepMind and xAI have not stopped competing.

They are still recruiting, building compute infrastructure, launching models and fighting for customers.

What has changed is that several of their leaders are now publicly acknowledging the game-theory problem inside that race.

If every lab accelerates because every other lab is accelerating, the industry can reach a pace that none of the participants individually considers safe.

Everyone appears to recognize the problem.

Now they have to work out how to brake without becoming the only driver who does.
